The leaked internal documents include records of remarks by Chen Chen, then secretary of the communist party of China, the head of Xinjiang Uyghur autonomous region, who strictly promoted policies for the detention of ethnic minorities such as Uyghurs, management manuals for detention facilities, and reports to check for suspicious persons. the transcript of his remarks reads “compiled based on recordings,” and the vivid words before they were compiled into documents are lined up.
